So I could leave PWD UID LogonUser and LogonAuth out of my DSN because I can
set it in my php script.

Where do I need to set the setting TDSCONFIGDUMP environment to stderr

Well.. you could try to update...
PWD,
> UID, LogonUser and LoonAuth are ignored. You are using correct
drivers
