I don't understand how that could happen. The distribution is prepared
on a NetBSD machine, where the scripts are generated by autoconf. I
just checked the 0.63 distribution:

$ grep -n ^# * | grep ':1:' | grep /bin/sh | cat -vte
autogen.sh:1:#! /bin/sh$
config.guess:1:#! /bin/sh$
config.sub:1:#! /bin/sh$
configure:1:#! /bin/sh$
depcomp:1:#! /bin/sh$
install-sh:1:#!/bin/sh$
missing:1:#! /bin/sh$
mkinstalldirs:1:#! /bin/sh$

Nary a CR. Where was the file downloaded from?
