OK, call off the dogs on this one. I rebuilt the whole system over the
weekend and for whatever reason, this entry in locales.conf now works whereas
before I was getting a seg fault:

[default]
date format = %b %d %Y %I:%M:%S.%z%p

Sorry for the runaround on this one, guys.
