I'm not sure I understand what you want to do.
If you want to "create a simple ... app" to test the presence of a working
server, you could look at src/dblib/unittests/t0001.c. It logs in and
exchanges data with the server.
If you want "replicate ... the opening transmission that a SQL Server
service makes", that sounds like you want to mimic the server. I haven't
played with that, but I think srr/server would get you going.
