No, you don't need a format file, and no, you're not doing anything wrong.
I just installed 0.60 myself, and found exactly the problem you describe:
freebcp mangles numeric types when uploading with TDS 7.0.

Can you use a recent snapshot? The problem has been fixed since the
release.
