This allows you the luxury of passing all the configuration with -D flags on
the command line, in cases where you may be compiling the module without the
aid of autoconf. When autoconf generates a config.h it arranges for
-DHAVE_CONFIG_H to be passed to the compiler. If it doesn't generate
config.h, it passes all other configuration on the command line and does not
pass -DHAVE_CONFIG_H.

This could be used, for example, to avoid the need for autoconf assistance
on a platform like WIN32 where using it may not be an option.
