Update.
With a little offline help from Bill, everything now works. I'll commit
these changes as soon as I can.
Bill correctly guessed the Alpha chip is Little Endian:
bash$ grep endian config.cache
ac_cv_c_bigendian=${ac_cv_c_bigendian=no}
He identified the one troublesome line; the rest is commentary.
