DB-Lib and CT-Lib are two different programming interfaces for accessing
the same wire protocol(s), the TDS protocol used for communicating with
Sybase and MS SQL servers. If you are compiling existing software that
knows how to connect to SQL servers, the choice of API has been made for
you and should be mentioned in the software's documentation. If you are
going to be writing your own SQL-enabled application in C, then my
understanding is that the consensus on this mailing list is that CT-Lib
is a better API.
