I think the reference to those "enemies of the cross" is intended to be very
broad and perhaps not have in mind specifically any of the 3 sorts of
enemies Paul mentions in Phil. These "enemies" are a foil. They are the
counterpart to Paul's good example, which he is encouraging the Philippians
to follow. So those enemies may include the people mentioned in 3:2ff., but
the reference is not aimed at or limited to them.
