Does Acts 15's use of "whatever has been strangled" in verse 20
and 29 indicate a dietary restriction for the gentiles?

The restrictions of Acts 15 seem to be based on the law of Noah (father of the gentiles) in Genesis 9:4-7. (see Bockmuehl, New Testament Studies 35:291-295, 1989; Revue Biblique 102:72-101, 1995) So the ban on things strangled, connected with a ban on blood, corresponds to the Genesis 9 ban on eating animal blood and on shedding human blood. Yes, this would be a dietary restriction.
The question remains whether Luke (or whoever wrote Acts) should be trusted as an authority on Paul's activities and teachings. Within faith communities this is also a question of canon and its authority.
