hi tom.

i like this very much. i'd like to cover it in my book on copyleft in music - which is fast becoming a book on CC, as i'm now involved with porting the CC licenses to comply with European law.

i'm presently writing an article for O'Reillys openp2p.com on 'compulsories' and how such a system must be very carefully vetted if we are not to wind up being manipulated by the RIAA et al. such a strong system as the one you propose - and of course in cooperation with Open Studios - would offer a great alternative. we need an impartial collection agency, one which cannot be bought because it is taking an 8% cut from the RIAA as the MCPS is doing in the UK. i'm not sure how the ASCAP / BMI system works in that respect. blanket fees which are administered by an impartial, unconnected agency are the only way to do this - but how does one ensure that?
we need an organisation which has power on the scale of the RIAA. the EFF and of course CC are behind compulsory license systems - but if we all get together in the way that you suggest, we might just be able to beat them at their own game ;-).
