Hi: The question was asked, whether a web streaming radio station, like
a local access radio station, can engage and offer internet radio as
long as the material/content is not copyrighted.  Logic says it should
be able to.  What is the status of this issue?  Anyone have the lowdown?
Thanks, Tom

Hi Tom,

Yes!

But ... since ALL material is automatically copyrighted upon creation,
the webcaster will have to be proactive in obtaining "releases"
in most cases.

Another important factor in webcasting is to remember ALL webcasters
may be COMMERCIAL, even "noncommercial" not for profit educational
webcasters.  Therefore it is possible in theory to obtain the cash flow
to pay copyright royalty fees from advertisers.

Take a look at the Intercollegiate Broadcasting System (IBS)
website:

http://www.ibsradio.org

Founded in 1940 IBS has been continuously serving its currently
over 800 college radio stations and webcasters for over 63 years.
IBS is certainly the experienced resource.

On November 9, 2002, IBS held a large conference in Boston, MA,
to introduce a ROYALTY FREE/Copyright (FREE) webcasting radio
station.  A live webcast from that station started that day and
has been continuously operating 24/7 since that time.

On Saturday, November 8, 2003, IBS will celebrate in Boston, MA,
the one year anniversary of that webcasting event with another
IBS Fall Conference.  IBS sponsors/conducts over 100 radio/webcasting
seminars coast to coast annually grouped into conferences.

Registration for IBS all day conference(s) with the top people in
radio is a mere $10.  A live IBS CYBERCAST will come from the conference
staffed by the hundreds of delegates to the conference, maybe
even YOU!

A week later the Intercollegiate Broadcasting System (IBS)
will repeat this coast to coast seminar and CYBERCAST in
the Los Angeles, CA area next to Ontario (LA) Airport
at another IBS Member Radio Station and Webcaster (KWEB).
Again the IBS Foundation will be underwriting the event keeping
the registration fee down to $10 for this all day spectacular
webcasting event.

All the information on these conferences and more is on the
IBS website: http://www,ibsradio.org

Yes, there can be copyright free webcasts and IBS Member(s) have
been doing it for over a year.  There also can be advertising
supported "noncommercial" webcasts by not for profit entities.
