The website http://www.townofchapelhill.org/ is accessible @
69.149.139.62 but since Civicsplus does
what I think is a no-no and uses the URL to redirect to the appropriate
website you won't be able to
see the site via IP.

All should be well when the DNSs sync up (to resolve I'm using a West
Coast DNS from Megapath).
