Dear CHPAC, Attached are plans for the Old Chicago Pizza restaurant that will open at 140 West. These plans will be reviewed by the Community Design Commission the day after our CHPAC meeting. Our meeting was moved to Tuesday so that the CHPAC may review this action item and vote on recommendations to submit to the CDC concerning these plans. Jeff asked me to point out three issues: 1. The restaurant layout presented in these plans does not activate the Rosemary Street plaza. There is no customer entry to that plaza, nor is outdoor seating planned for that plaza. 2. The restaurant’s outdoor seating and permanent outdoor fireplace appear to encroach into the public space of the main plaza. The outdoor seating area allotted the restaurant was previously understood to be delineated by the building’s columns (black outlined squares) and a grey “dashed screened line indicat[ing] separation of private & public spaces”. 3. The restaurant’s north windows facing Rosemary Street and the Northside Neighborhood are planned to be “blacked-out” by vinyl decals depicting some kind of machinery and/or industrial infrastructure. The nature of the proposed imagery and the “blacking-out” of windows facing the street and neighborhood may conflict with the recommendations of the 2007 Lot 5 Master Plan (that site artwork align with one/all of three concepts: Water, Light, and Street) and the 2007 Lot 5 Peer Review (e.g, “the building on the comer of Church and Rosemary needs to speak to Rosemary Street and the history of the surrounding Northside neighborhood”). “Lot 5” was the original name for the 140 West site. -Steve

From: Kay Pearlstein Hi Jeff. Please see the attached for the graphics proposed in the windows at Old Chicago. I understand the northwest corner is where the bathrooms are and kitchen on north wall. At the Community Design Commission will be reviewing the elevations but at this point, I don’t know that we want them to review the window graphics. Let me know if you need additional information. From: Jeff York Kay, are the old Chicago pizza schematics (same as reviewed by CDC) and elevations in LAMA? Sally Greene asked me to take a look at them. jy
