First let me say I am a great admirer of Dean Smith for his social and ethical values and his coaching abilities. But, as a not UNC graduate, I was not a fan of his for UNC basketball because his teams always beat the teams I liked. I presume that Ben Perry has the right to use an image of Mr. Smith and would like to see some proof of that in our town files if these images remain. I don't see how the proposed images are signs even though they are totally about advertising. As for art. We have lots of murals on full or partial sides of buildings. This proposal could fit under the "art on private property" concept. Mostly this seems to me to be a CDC item and that the proposal is for an altered building elevation. I don't know how many windows and stairwells in town that might want to do this same approach, but I would think that there are several. My vote would be to allow the proposed window/signage/art/mural or whatever we determine it should be called. We need some visual liveliness - even though this is pretty subdued. I will talk with Chelsea Laws about the Certificate of Occupancy being contingent on approval of these two advisory boards. That the business could proceed with the CO but would need approval of the two advisory boards within a certain period of time (60 days?) to have the murals remain. I believe the deadline for the December Community Design Commission is Monday with Kay Pearlstein. Please contact her on Monday regarding what she will need for the Community Design Commission. I’ve copied Jeff York, with the Town’s Public Art Commission. Please contact him as well to have the murals before the Arts Commission. Judy
