Dear Mayor and
Council:
A recommendation was
made last year "that in future years all requests for funding of arts services
or programs be reviewed by the Chapel Hill Public Arts Commission with the
Commission making funding recommendations to the Council." The resolution was
not adopted, however, this issue has come up again in this budget
cycle.
Last year's
discussion mentioned the Human Services Advisory Board as a model for the
CHPAC's review of these requests. This is not a good model because of the
differences between the two boards. The Human Services Board is given a set
amount of money to re-grant to applying organizations. The Arts Commission must
request a budget allocation every year, and it is not clear how its
recommendations of funding for other arts organizations would affect the CHPAC's
funding. The Human Services Board does not provide Human Services
themselves, as they are an advisory board. The CHPAC offers arts
programming to the community as part of its mission to enhance and enliven
Chapel Hill through public art. Other arts organizations requesting funding
might offer similar programming, and we would not make a
recommendation for duplicate programming.
It is not clear how
these issues would be addressed if last year's resolution were adopted. As the
resolution currently stands, it would be a conflict of interest for the CHPAC to
review arts requests and make recommendations to Council. I would like to
request that the CHPAC be recused from this function, and this resolution not be
adopted.
