i cannot vouch for this, although they have been in
business 20 years. whether this is local is whether
you consider greensboro local. but this guy has the
only mom and pop telecine rig in nc as far as i can
tell:

also depending on what you mean by local, kodak's
service center in raleigh does telecine transfers. i
would bet they send your reels off to nj or wherever,
though.

i know this doesn't help directly, but this raleigh
company actually *makes* telecine and inverse telecine
gear:

Finally, this obscure and only sporadically active
group is a clearinghouse for all things moving visual
media business locally:

i'm sure between their members, they know everybody
and everything going on in their field locally.
