I think so.
Hopefully the BBC will be tempted to play your music more often by this, then
there will be an outcry from musicians who don't use CC licenses, and the BBC
will declare that it will pay royalties on NC work anyway to balance this
:-).
This is an unusual case, one that I don't think the original US licenses
cover or considered, but I don't know how the BBC would feel about being
singled out for special treatment over royalties. I'm not an expert on this
sort of thing, though.
