All good Paul, but

fa·cil·i·tate
tr.v. fa·cil·i·tat·ed, fa·cil·i·tat·ing, fa·cil·i·tates
To make easy or easier

An appropriately careful selection of term on your part, so rather
than selectively identify "Napster, PirateBay et al," it would be more
appropriate to include Xerox, VHS, cassette tape, printing press, and
all the other technologies, manufacturers and Internet based services
who have also "facilitated the illegal duplication and sharing of
copyright material." That way you would avoid any connotation of
"moral" judgement about the issue.
