Yup - we noticed that too.
 
Interestingly enough, the committee had indicated to us that the report was going to be under CC. This has happened a few times with government reports of late. Even where the will is there on the part of the officers and the official policy, it seems to be a real problem to jump the last hurdle of the individual manager/lawyer who is responsible for signing off on the report. Once it comes to the crunch of getting the report printed and off, they just throw on the same old copyright notice.

Thanks Jessica and Elliott,

The innovation report has made fascinating reading. You may be amused to note that despite the endorsement of CC and open access in the report, the copyright protection and DRM on the online PDF version is not open. You are free to view and to print the report, but not copy. Try selecting a piece of text from the report to copy and paste and you will be asked for a password. I find it a rather surprising use of DRM in a publicly funded report.

I am looking forward to reading the Collaborative report next. Thanks for the heads up.
