I'm wondering: considering that there's already a very nice standard
for expressing Dublin Core metadata in RDF:

...what was the motivation for making an almost-but-not-quite
identical metadata format for Creative Commons? Was it just to reify
the rights and license information? Couldn't that have been done
another way -- say, by defining a Rights vocabulary?
Has anyone worked on a standard or guidelines for putting Creative
Commons license information into standard Dublin Core RDF encoding?
