I suspect Francesco is right and this will have to be a case-by-case analysis. If you don't want to do a case-by-case analysis, the right way to go about this is probably to analyze and compare the requirements of all the licenses you're currently considering for this - e.g., GPLs, OGLs, etc. Without that sort of systematic analysis this question probably can't go anywhere.
