The GPLv3 has a definition how a later version must look like:
Such new versions will be similar in spirit to the present version, but
may differ in detail to address new problems or concerns.
If they removed this clause from a future license, then that license would
very likely no longer be similar in spirit (because requiring new versions to
be similar in spirit is a central part of its spirit), so they would not be a
later version of GPLv3 - regardless of their name. They could call it GPLv4
as often as they like: If it does not adhere to the requirement for a later
version (similar in spirit), then it would not be a later version of GPLv3.
