I let this message through, but further replies on this topic should
go to cc-community rather than cc-licenses so that this list can stay
on the topic of 4.0.

(As others mention earlier in the thread, CC does consider the ND and
SA elements incompatible, and will not be pursuing an option that
combines them; the other thoughts are more suitable for the community
list!)
