You are partially right.
Let's try and clarify.

My recommendation actually aims at a conversion clause to GPL
"v2 or v3".

For simplicity's sake, I chose to recommend a conversion clause to GPL
"v2 or later", which indeed includes yet unknown versions of the GPL
(v4, v5, v6, ...).
However, you have to admit that the set of future versions of the GPL
is a much more limited multiplicity of licenses, compared with the set
including *any* license that may be considered "equivalent" to CC-by-sa
by Creative Commons at some point in the future.
Moreover, future versions of the GPL are likely to be published by the
FSF at a rather slow rate (v2 was published in 1991, v3 in 2007).

Anyway, if we want to be really safe, the conversion clause may be
limited to GPL v2 and to GPL v3, thus allowing redistribution under the
terms of the GNU GPL version 2 or version 3.
