All of the CC licenses grant rights worldwide. Choosing a
jurisdiction (i.e., Canada) should make it easier for Canadian
lawyers, courts, et al. to understand and apply the terms of the
license. There are definitely more complexities involving contract
construction and international copyright rules as well. Nonetheless,
the license is meant to be enforced and enforceable throughout the
world.
Also, Share-Alike licenses since v2.0 have a provision allowing
derivative works / remixes to use any similar jurisdictional license.
So if you release your novel under BY-SA 2.5 Canada, someone can make
a movie based on your novel and release it under a BY-SA 2.5 US
license.
But I'm not really sure if that was what you're looking for. Could
you explain a little more what you mean by "at risk"?
