That's the most recent version of that document. But it's not a "final
proposal"; it's a statement of why Debian has decided not to use
CC-licensed works in our distribution. The recommendations at the end
are about right, but they're somewhat unclear and clarifying them has
been a major task for the Debian workgroup.
