Development of Creative Commons licenses

Would the no commercial option block usage on ad supported sites or on
e-commerce sites?  Or printing in free catalogs that sell stuff?  I
think that would be ok.  I just don't want someone to have to pay money
to acquire the photos.  They just need to be able to request a copy or
just save or scan it without restriction.
