You're incorrect.

I am not a lawyer, I don't speak for Creative Commons. (Gosh, it'd be
nice to have someone on the list who didn't have to say that, hunh?)

"Hold-line" music in the USA is considered public, commercial
performance, at least for ASCAP and cohorts. Without any other
guidance as to what "commercial" means in NonCommercial, it's probably
a good metric.

Probably it's a good idea to skip over NC for hold-line music. On the
license issue, I'd think reading off the license URL is a pretty low
price to pay for hold music (what does Muzak cost these days?).
