We have a current project (Andria Project) at the Association
Electronique Libre, to time-stamp and archive free works on the
long-term. The project is at the early stage but you can find a
current working draft on our wiki (so you can also make your comments
if you want) :

Why until ? Public domain is also under pressure. Take into
consideration a proprietary "product" (for example an encyclopedia)
having a mix of PD and copyrighted works and the all content protected
by a technical measure. It's better to keep back also the PD works.

Yes, this is really important to have a permanent reference.

We have also various discussion and we want to only store free
works. As some CC licensed works under this style but not all (for
example the non-commercial use of works, this is (in our approach) not
a free work). As we use the free description of the FSF.
