Dear Kenneth, the most important "cost" will be the working time to be spent on the project. Literally translating and legally adapting the licenses, discussing the first draft with me and on the public mailing list will take some time and effort. Furthermore, there could arise some costs for promotion and a possible launch event depending on what is planned for that. We usually celebrate the launch as a kind of conference, event or other activity with prominent speakers, but that is optional and up to the people in charge of the respective national CC project (e.g. launch as part of the techfest in India http://creativecommons.org/weblog/entry/7223).
