JOhn,

this tool is pretty neat, but also a bit faulty, mainly with regard to navigation. For example, there's only 'next', no 'previous' button, etc. Would be easier if all selected problems appeared on a single page.
Also, has anyone considered making copies of the responses and re-publishing them on the site (with approval by a user) - this would give  useful database of responses to work with, it's not clear whether EC will publish these responses (I think not).
Can you share these comments with questionnaire's creators?

that would certainly be helpful. with regards to the territoriality question i would urge anyone interested in dealing with these questions to take a look at the third proposal Hugenholtz and Hargreaves make in this paper (on page 10-11): http://www.lisboncouncil.net//index.php?option=com_downloads&id=847

communia recommendations 4, 6 and 7 come to mind. generally the communia policy recommendations (http://www.communia-association.org/recommendations-2/) probably provide a good starting point for answering most of this. see also here: http://www.communia-association.org/2013/12/11/commission-announces-public-consultation-on-the-review-of-eu-copyright-rules/
