Hi Peter,

good questions, good points -- but before we discuss structures shouldn't we ask ourselves: what do we want to do? what are the general aims and benefits to us (CC chapters in Europe), to CC (internationally) and the wider public?

you're right, that is what the first two points are (also) meant to be about.

So far I heard two things here, the first one being 'raise funds on the
EU level (as some kind of extension of COMMUNIA', the second one being

* Funds:
Some say 'use the funds to organise periodic meetings', others say 'use
the funds to get CC lobbyists established in Brussels'. I would have
some problem with using funds only for the latter, because CC is by
definition the alternative model to political lobbying. It's about
bypassing the dependency on good law giving through private strandard
regulations. Another interesting use for funds would be pan-european
studies on Open Access and CC use in different jurisdictions.
* Statements on the EU level:
There are some obvious cases for centralised european CC
comments/contributions/statements, mainly EU legislation in the making
and related proceedings. In my view CC-Europe should be confined to that
kind of activity and not try to centralise CC opinions in general all
across Europe.

- How would it best be chartered and where?

There seem to be several models possible:
* Generic european level NGO
This NGO would not have any history or credentials yet, which would be a
problem in relation to EU fundraising.
* Formalised Cooperation of several existing Organisations
Such a cooperation would bring credentials with it but would take some
coordination time to be set up.
* Re-shaped existing chartered body
There might be opportunity to re-use existing structures that formally
have history/credentials and shape that into the new CC-Europe body.

- What would be the intended/unintended impacts on the relationships
within the CC network of projects

One effect that a chartered CC-Europe must not have, in my view, is to
introduce an additional step in the CC hierarchy between jurisdiction
projects, CCi and CC HQ. If the direct channel between jurisdiction
projects and the other levels is cut and everything has to be
coordinated with a CC-Europe entity first, that would be a step in the
wrong direction.
