Exactly.

Thats all a different story. A user should not mess with that content
license type. The point is to provide support for them, not change them.

WpLicence offers a single type of license, though it supports license
type by country, it doesn't suit a needs of a developer lets say, who
writes content (text) under a CC license and has a tarball with some
code under GPL/BSD license. So the plugin, should also offer an option
to use/select a license type based on the target content.
Of course I can just fork and extend offering a compatibility layer, the
existing wplicense, but it's definetely of no help right now. Also I
would like to add to options panel, a list of license types a user can
select for his blog, we should consider that WordPress is the new
WordPress MU so there can be blogs powered by multiple users that trust
to different types of license.
