I resolved this problem tonight by googling "bind: permission
denied"+sylpheed. The post I found concerned with this topic said: "wild
guess: Your user doesn't have write access to his tmp dir and sylpheed.

Lynx also needs to write to /tmp. Karolis discovered this, I think using strace. I could not have managed without his help.

changed permissions on /tmp to 777 (read and write by anyone, owned by
root). Running sylpheed from the command line after doing this caused the
program to start as expected. It seems user can start (and hopefully run!)
Sylpheed as needed once those permissions on /tmp are changed (Sindi seems
to have discovered before me the permissions problems on /tmp that
unpriviledged users encounter under BL3, so she deserves credit here too).
