You are very welcome to use a partial mounting command
(I use "mount /fd" myself), but when you do that you
need to realize that Linux will go to /etc/fstab to
get the instructions for that mount. At the moment
/etc/fstab tells Linux to mount /fd with type msdos
(i.e. no long filenames). If you edit /etc/fstab and
change msdos to vfat, then your partial /fd mount will
do long filenames.
