BL2 has makepkg - would it work in BL3 if you added glibc from SW71?
It creates any required symlinks for libraries.

I could not find a man page for pkg online, but maybe there is a switch to make it create packages like makepkg.

BasicLinux uses the standard Slackware package format.
It's a tgz archive (done from the / directory) and
(optionally) may include a script (/install/doinst.sh)
that is automatically executed at installation.
