Same here. Lots of trial and error got it right in the end.

What you need is the correct zoneinfo file for your location.
You will find it in /slakware/a16/zoneinfo.tgz
For example, if you live in Sydney, your zoneinfo file
is 785 bytes. Copy that file to /etc and rename it localtime

That should work fine, but I think it assumes your system
clock is on GMT (or something like that). So, I put an offset
in /etc/rc.d/rc.S to get everything to work out exactly right:

date `date -u +%m%d%H%M%Y`
--------------------------
I did all this about a year ago, so I don't remember exactly
why I needed that offset. But everything works perfectly now,
including daylight saving time.
