The connection of Jerusalem to "peace" is probably a late innovation at a time when Shalem was no longer recognised or worshipped as a deity. We see an analogous shift in the Greek word of Jerusalem: hierosolyma, which deliberate plays on the word hieron, which is the Greek word for 'temple' or 'holy'. It's not original to the word, but it comes to be part of a popular later etymology.
