In Jr 48:27 we have LW), the same word as in Gn 4:7 but without the H.
In a literal sense no, HLW) would not be "the no".
Why?
Remark: whenever the initial H is the article ----> then the first consonant
of the word has a strong dagesh. Look at 1K 1:45 where you've "haqol", the
voice. Do you see the dagesh within the letter qof?
Now look at Jb 10:3: H+WB --> remark that the tet lacks dagesh. This means
that the preceding H is not the article. What is it then? It is the
interrogative particle.

This is an interrogative negative: “Did you not say…” “Is it not true…” “Are
you not able to please?”
