Dear Karl,
You will find a complete list in the back of *Vocabulary of the OT*, by
Francis Andersen & Dean Forbes (Pontifical Biblical Institute, 1989). ISBN
8876535756, 9788876535758
They list every verbal root, in order of number of [primary] stems in which
they occur, indicating how many times each root occurs in each stem. They
are also grouped by the particular combination of stems in which roots occur
(e.g., under two stems, all verbs that occur in Qal and Nifal, then Qal and
Piel, &c.).
You can see some of it via Google:
http://books.google.com/books?id=603mNP98xpsC&pg=PP7&source=gbs_selected_pages&cad=0_1#PPP1,M1
The verbal root listing that Google includes begins on p. 461.
Best wishes!
Fred
