If You would find more such uses, You could probably try to go throught
the registration process on unicode.org to define it as new unicode
character.
If not, You could perhaps convince the people at sil.org
to add this character to "SIL's Private Use Area"
(http://scripts.sil.org/cms/scripts/page.php?site_id=nrsi&cat_id=UnicodePUA).
However, this doesn't help much in encoding to thle CCAT format, so You
would have to add an representation for this "new accent" to this ascii
encoding as well.
