Strictly speaking, it refers to where one is born. In a less strict
manner, it refers to where one is from.
Later, in the book of Esther, it referred to where her family was
from, not where she was born.
Incidentally, the word never has a cheth in it, is found only ending
with a tau, usually followed by a suffix.
