Dear John,
The word $MR is classified as a Strong Verb since the Resh is considered a non-guttural, but the word BRK is classified as an 'Ayin Guttural since the Resh is considered a guttural.

So my question is what is the criteria for determining if a particular Resh in a word is a guttural or a non-guttural?

I think the difference is where in the verb that "resh" occurs. It does not have much affect on the vowels in the final position.

Yours,
Harold Holmyard
