Having a shureq between the second and third root letters is the sign of a
qal passive participle. Off the top of my head I cannot think of any other
verb pattern that shares this. I am not so sure that I would hold too the
qamets being under the first root as an indicator however because there are
some feminine forms that do not have the qamets but still have the shureq
between the second and third root intact such as Ezekiel 2:9. But it does
look like both your examples are indeed qal passives.

Hey Anthony. If I am reading HALOT correctly I think there are two
possibilities. The first is that it can be taken as a transitive verb.
HALOT on page 1564 says shamam transitive probably also in Dan 8:13; see
further Dan 9:27b 12:11. (but on this see also polel)

Under the polel it reads: "it may be that a shortened form of the pt. is an
explanation of the forms in Da 8:13 ;9:27;12:11) but it is also possible to
explain them as qal transitive participle.

You have presented evidence that can help answer your own question. Dan=20
12:11 seems to show that the Qal participle "shomem," modifying=20
"shiqqutz" ("abomination"), can have the same sense as the Piel=20
participle "meshomem," since an abomination would not itself be=20
"desolate" or "astonished," the two ideas that the Qal participle has=20
elsewhere. And in 11:31 "shiqqutz" is modified by the Piel participle=20
"meshomem," which has an active sense of "desolating." The word=20
"meshomem" in Dan 9:27 may refer to a single abomination that causes=20
desolation, one that follows on the wing of other abominations. Some=20
take it of the prince ("nagid") as "he comes desolating." The Qal=20
particple likewise could refer to "one who causes desolation." Yes, the=20
participle could refer to "a desolated one" or "one who is astonished"=20
by a determined end that is poured out on him, but the active sense in=20
12:11 also seems appropriate here. I believe there are a number of verbs =

that have both a stative and transitive meaning in the Qal, with ML)=20
being an example. The form "male'"is stative in form as a participle,=20
but it can have both transitive (Jer 23:24) or stative ( Isa 51:20) meani=
ng.

So if the verb "shomem" can have either sense, it is a question of which =

is the best in the context of Daniel 9:27. I do not have enough time to=20
study that now, but I see that a number of recent translations have=20
taken the active (transitive) sense for the participle (though I don't=20
necessarily agree with the translations in other respects):

NET Bible: On the wing of abominations will come one who destroys,
until the decreed end is poured out on the one who destroys.=94

NRSV: He shall make a strong covenant with many for one week, and for=20
half of the week he shall make sacrifice and offering cease; and in=20
their place shall be an abomination that desolates, until the decreed=20
end is poured out upon the desolator.=94

NIV: He will confirm a covenant with many for one =91seven.=92 In the mid=
dle=20
of the =91seven=92 he will put an end to sacrifice and offering. And on a=
=20
wing [of the temple] he will set up an abomination that causes=20
desolation, until the end that is decreed is poured out on him.

HCSB: He will make a firm covenant with many for one week, but in the=20
middle of the week he will put a stop to sacrifice and offering. And the =

abomination will be on a wing o the temple until the decreed destruction =

is poured out on the desolator.
