In וישלחו (vay$allaxu->vay$allxu) the prefixed ו (va) is a variant of the existence marker (substantive)בא corresponding to the English ‘be’, stating that: ‘it happened’ or ‘it came (בא) to pass’. The prefixed י (y) marks the universal personal pronoun היא for the performer of the act שלח ($alax), while the last ו (u) marks the universal pronoun הוא placed for the fact of more than one performer.

appears very unusual to me.

Hebrew is one of the languages that can drop both subjects and
objects. "They brought it" is most naturally expressed as VAYAVI'U in
Hebrew. Exodus 32:3 shows the same pattern with the same verb.
