From the context people read it as a little horn coming from one ofthe four horns of the goat. "The four winds" metaphorically refers to
four directions. Further, the winds lack physicality to carry a horn.
But most importantly this is a vision about kingdoms pictured as
animals, where the horns are the political leaderships, therefore the
little horn would need to be attached to one of the animals.
