This goes back to the differences mentioned among
those nouns that are found in both masculine and
feminine forms. One of the differences is that the
masculine refers to specific, or concrete objects,
while the feminine refers to the more abstract.
Here QW refers to a line, or more specifically a
measuring line, either physical or metaphorical.
The feminine QWH is the more abstract concept of
the measurement, often made with a measuring line.
The "measurement" idea is most clearly seen in the
1 Kings passage.
