Peter:

Jereboam had just returned from living in Egypt for
several years, so he picked up the worship of Apis
from there, just as Aaron had years earlier. Hence
the similarity.

As for other places where there were non-Aaronic
priests, they were not considered legitimate by the
priestly clan. For one, they did not worship YHWH
in the manner that YHWH commanded, i.e. they set up
idols and sometimes called them by YHWH's name or
called them by their proper pagan names, further
they practiced a very common religious practice of
syncretism, strongly condemned as in, for example
at the showdown on Mount Carmel, Elijah's
condemnation of worshipping both YHWH and Baal.
Further, because these were written long after
Torah with its rules concerning who was to be a
priest and how he was to worship, to have David
appoint his sons as priests or any other non-
Aaronic priesthood goes against the context of
the whole text.
