No.

First, David himself later recognized that what he was about to do in 1
Samuel 25 was wrong, and he was thankful that he was averted
from doing it.

Secondly, the coups with their anhiliation of the previous rulers’ families
were done by people who didn’t follow the rest of the law, so
why expect them to follow Deuteronomy 24:16? What God recognized was that in
a coup against the king, that the perpetrators would
not follow God, rather they would follow the pagan, oriental practice of
wiping out any potential rivals to their thrones.
